Quis custodiet ipsos custodes?

This question highlights the central flaw of all monocentric, hierarchical structures of Law.

If no one watches the watchers, then this means that the watchers are, in fact, in a state of lawlessness vis-a-vis each other, or the non-watchers.

• If states represent law and order, and are necessary as an ultimate arbiter of justice, then who is the ultimate arbiter for inter-state conflicts?

• If everyone needs an ultimate arbiter of justice, who resolves the conflicts between arbiters of justice?

This issue also shows that, despite the usual petitio principii, the State, in fact, doesn't solve or address at all the issue of justice arbitration that is the very pretense (or, more accurately, ex post rationalization) for its existence.
