From July 6-14, 1938, the international Evian Conference called by FDR "to deal with the Jewish refugee problem" was held in France.
The conference saw only two countries (Costa Rica and the Dominican Republic) agree to take in a small number of Jews, but only in exchange for exorbitant monetary payments (only 500 Jews would ultimately be permitted entry to the D.R.) - the other 30 nations refused to permit entry of Jews.
Nazi newspapers taunted Western nations' supposed concern for Germany's Jews with headlines such as, "JEWS FOR SALE AT A BARGAIN PRICE - WHO WANTS THEM? NO ONE."
