• There is no military solution to the conflict in Russia. Moscow should negotiate with the pro-Ukrainian anti-Moscow rebels for peace. The Free Russia rebels should be given autonomy and hold elections in the Belgorod region. Ukraine can mediate between the rebels and Moscow.
